- Obama and the Democrats have been the majority in Congress. They legislate. Blame the true culprits and don't vote for them - Congress had the ability to change this. Obama had the ability to be a part of this change. He didn't. Lots of talk but nothing to back it up. Be logical.

It's true that Obama has been a member of Congress in the time you have mentioned, but with what amount of majority? Mr. Bush has been the leader fighting against any initiatives presented by the Congress. What legacy is he leaving after nearly 8 years? It seems at this time we need a strong President with a greater majority in Congress to be able to enact any legislation that will have a positive effect on the US. Obama and Biden are the team to lead us.
